Le projet Cigéo de stockage de déchets radioactifs de Haute Activité et Moyenne Activité à Vie Longue (HA-VL et MA-VL) est prévu à Bure, dans la Meuse. S’il n’entrerait en service qu’en 2035, son concepteur, l’Andra (Agence nationale pour la gestion des déchets radioactifs) avance inexorablement sur le dossier.

LES REPLAYS (Fr, En, All)
Par un décret en Conseil d’État en date du 7 juillet 2022, le gouvernement a déclaré « d’utilité publique » le projet Cigéo à Bure. Cette décision se situe dans la continuité du rapport des commissaires enquêteurs qui, malgré les avis négatifs et étayés de la population, de certaines collectivités locales et institutions ainsi que de nos organisations, ont rendu un avis favorable.
Parallèlement, un décret d’Opération d’Intérêt National (OIN) a été pris par la Première ministre, favorisant ainsi l’implantation de Cigéo en lui permettant de déroger à certaines règles d’urbanisme et en donnant tous les pouvoirs à l’État au détriment des collectivités locales.
À ce stade, les dispositions des conventions d’Espoo et d’Aarhus n’auraient-elles pas dû être déjà appliquées ? Le public européen est-il suffisamment informé en amont et peut-il intervenir à temps ?
Qu’en est-il du respect de la directive européenne relative à l’évaluation des incidences sur l’environnement ? Alors que les pays transfrontaliers pourraient être touchés par un tel projet, il est indispensable que les conventions d’Aarhus et d’Espoo soient mises en œuvre le plus tôt possible et que l’impact environnemental d’un tel projet soit réellement évalué avant l’engagement de tout travaux, même préparatoires.
Cette conférence sera l’occasion d’aborder ces questions avec des acteurs et actrices de tous les pays concernés.

MEPs Michèle Rivasi and Leila Chaibi cordially invite you for the conference : « Cigéo nuclear waste project, Mobilising European legal tools: Aarhus, Espoo, environmental assessment. «
The Cigéo project for the storage of high and medium-level long-lived radioactive waste (HA-VL and MA-VL) is foreseen in Bure (France). It is excepted to enter into service in 2035 and its designer, Andra (the French National Agency for Radioactive Waste Management), is making inexorable progress on the project.
By a decree of the Council of State dated 7 July 2022, the government declared the Cigéo project in Bure to be of « public interest » (DUP). This decision is in line with the report of the investigating commissioners who issued a favourable opinion, despite the negative and substantiated opinions of the population, certain local authorities and institutions as well as several NGOs.
At the same time, a decree on an Operation of National Interest (OIN) was issued by the Prime Minister, thus favouring the establishment of Cigéo by allowing it to derogate from certain town planning rules and by giving all the powers to the State to the detriment of local authorities. Shouldn’t the Espoo and Aarhus Conventions have already been applied at this stage? Is the European public sufficiently informed in advance and can it intervene in time? What about compliance with the European directive on the environmental impact assessment?
As cross-border countries could be affected by such a project, it is essential that the Aarhus and Espoo Conventions are implemented as soon as possible and that the environmental impact of such a project is really assessed before any work is undertaken, even preparatory work.
This conference will be an opportunity to discuss these issues.
