Une recherche de l’Université de Bath, publiée dans Tobacco Control en 2020, révèle les efforts de lobbying considérables déployés par l’industrie du tabac lors de sa participation à une consultation européenne. Un rapport de 2021 de Corporate Europe Observatory (CEO) et de European Public Health Alliance (EPHA), qui analyse les contacts entre des représentants de l’industrie du tabac et la Commission europeenne (EC) et a identifié 7 tactiques clés utilisées pour influencer les politiques de contrôles du tobac, demande à une transparence proactive accrue.
La coalition Smoke Free Partnership dresse, chaque année, le bilan du registre de la transparence de l’UE, afin de mesurer les formes de représentation des intérêts des cigarettiers. Le regroupement de journalistes du Organized Crime and Corruption Reporting Project (OCCRP) a enquêté sur les failles du système européen de Tracabilité Track-and-Trace, dont le cas de pantouflage de l’ancien officiel de la Commission européenne Jan Hoffmann esquisse un nouveau chapitre.
Fiscalité, traçabilité, politiques de santé publique, consultations publiques, les grands cigarettiers ont recours à toutes sortes de tactiques trompeuses et déloyales pour influencer les options politiques européennes et les actions des États membres.
Cet événement de notre groupe de travail parlementaire permettra d’exposer et de discuter des différentes formes de lobbying et de « soft power » de l’industrie du tabac influencant les politiques de l’Union européenne. L’objectif est de mieux comprendre ces manipulations trompeuses afin de mieux protéger la population et les consommateurs européens.

«The Tobacco Lobbies’ Influence Strategies targeting the European Institutions»

A research article of the Bath University, published in 2020 in Tobacco Control, exposed the tremendous lobbying efforts schemed by the tobacco industry during a EU’s public participation on tobacco traceability and security features. A 2021 report from Corporate Europe Observatory (CEO) and the European Public Health Alliance (EPHA), analysing key contacts between tobacco industry representatives and the EC and identifying 7 overarching tactics used to influence tobacco control policy, calls for a more proactive transparency system. Smoke Free Partnership has been monitoring the EU Transparency register to identify and measure the representation of tobacco industry interests. The Organized Crime and Corruption Reporting Project (OCCRP) reports in 2021 on the flaws of the EU Track-and-Trace System, whose the ex-European Commission on Tobacco control Jan Hoffman revolving doors case draw a new chapter…
Taxation, traceability, public health policies, public consultations, Big tobacco is used to all kinds of deceptive and unfair tactics to influence European policy options and Member States actions.
This special event of the IPWG TPD will serve to expose and discuss the different forms of lobbying and “soft power” of the tobacco industry to influence European Union’s policies. The goal is to better understand these unlawful tactics to better protect European population and consumers.
